Delia Davis has served as the Associate Administrator for Administration (AAA) of the Maritime Administration (MARAD) since 2013.  In this capacity, she supports the Maritime Administrator by providing strategic, agency-wide policies and procedures to execute MARAD’s mission.  She provides leadership and operational support to agency programs through Human Resources, Acquisition, Information Technology, Industrial and Personnel Security, Property Management and other administrative functions for the agency’s 800 employees nation-wide.  She oversees the expenditure of over $1.17 billion in contracts and leases annually.

Prior to serving as AAA, Ms. Davis was the Director of Business Management for the Federal Insurance and Mitigation Administration (FIMA) within the Federal Emergency Management Agency (FEMA) where she oversaw administrative services, strategic communications and a $4 billion budget for the National Flood Insurance Program (NFIP).  She is credited with having implemented a number of initiatives to improve the operational efficiency of the NFIP.

While at FEMA Ms. Davis also served as Deputy Director, Office of Management where she was responsible for Human Capital, Support Services and Facilities Management, Security, Records Management, Disaster Reserve Workforce, Occupational Safety, Health & Environment and Information Technology.  She established a Program Management Center of Excellence for FEMA’s major programs and established a review board capability to manage and oversee a $35 billion portfolio.  Also, as the FEMA Chief Administrative Officer, she was responsible for policy, oversight and management of eleven FEMA facilities in the National Capital Region, ten regional offices, mobile assets and continuity planning.  She is credited with having established the FEMA Storage Tank Management Program which documented and repaired over 1,200 aging fuel storage tanks nation-wide.  Under her leadership, FEMA also successfully remediated environmental hazards resulting from three oils spills, in compliance with U.S. EPA regulations. She led FEMA’s Disaster Safety Cadre which supported the Haiti disaster response through remediation of contaminated drinking water.

Ms. Davis spent over half of her career as an acquisition professional.  She served as the Acting Director, Office of Acquisition Management and Financial Assistance with the Department of Commerce where she oversaw the implementation of corrective actions for multi-million dollar acquisitions, such as the NOAA GOES-R Satellite and the 2010 Decennial Census.

Previously she served as Deputy Director for the Office of the Senior Procurement Executive, Department of Transportation where she was the Department’s Competition Advocate and provided leadership to strategic initiatives. Ms. Davis was Program Manager for two e-government systems initiatives: FedBizOpps (now known at Beta SAM) and FedBizOpps for grants (now known as Grants.gov), while she was Director of the Business Systems Division with the General Services Administration, Office of Government-wide Policy, which earned her the Procurement Executives Award.  She also served as the Assistant Deputy Commander for Contracting Management for the Naval Supply Systems Command where she earned the Navy Meritorious Civilian Service Award. She began her Federal career as a Contracting Career Intern with the Naval Air Systems Command.

Ms. Davis is a graduate of the American University and the National Defense University, Advanced Management Program.
